Regulation of a retention system
The MAPTAM law of 27 January 2014 and the NOTRe law of 7 August 2015 transferred the responsibility for the management of the aquatic environment and the prevention of flooding (GEMAPI) to the communes as of 1 January 2018, with a compulsory transfer to the public bodies for intercommunal cooperation with their own tax (EPCI FP) to which they are attached.
Since 1 January 2018, the CAPB has therefore exercised the GEMAPI competence and, in particular, the competence related to point 5 of the Environmental Code: "Defence against floods and the sea", only with regard to structures related to submersion in the sea.
In this context, the purpose of this study was to update the two previous dike systems classified according to the 2007 decree of the commune of Saint-Jean-de-Luz to form a single dike system according to the 2015 decree.
